TITLE
Recommendation to authorize City Manager to execute a second amendment to the agreement with Impact Assessment Incorporated, extending the term to June 30, 2007; and increase appropriations in the Health Fund (SR 130) and in the Department of Health and Human Services (HE) by $25,000, to evaluate current outreach and education programs for the United States Environmental Protection Agency Palos Verdes Shelf Fish Contamination Project. DISCUSSION
On October 4, 2005, the City Council approved an agreement with Impact Assessment Incorporated (IAI) for the City to provide educational outreach to markets, restaurants, temporary food stand operators, the local college student body, and the general public regarding health risks due to elevated DDT and PCB levels of specified fish caught within the Palos Verdes Shelf and other local areas.

The funds in the requested amendment provide support for the City to administer one-on-one interviews to determine the extent to which targeted community members have received the fish contamination education collaborative information. The results of the survey will assist the Fish Contamination Education Collaborative to determine what types of outreach methods may be more effective in the future.

This matter was reviewed by Deputy City Attorney Lori A. Conway on March 5, 2007 and by Budget and Performance Management Bureau Manager David Wodynski on March 2, 2007.

TIMING CONSIDERATIONS
The DHHS received preliminary notification of the award on December 20, 2006 and began providing services in January 2007. City Council action is requested on March 13, 2007 as the DHHS cannot recover costs until the amendment is approved.

FISCAL IMPACT
The total amount of the second amendment to the agreement is $25,000 from January 14 through June 30, 2007. An appropriations increase is included in the recommendation. The grant award will cover all direct costs to provide the requested services; however, most overhead costs...
