Recommendation to adopt Specifications No. PA-01207 and award a contract to Consolidated Disposal Service, LLC, to provide diversion of street sweeping debris services, in an amount not to exceed $450,000 for the period of one year, with the option to renew for two additional one-year periods, at the discretion of the City Manager. DISCUSSION
City Council approval is being requested to enter into an annual contract to provide diversion of street sweeping debris services to a recycling facility. The contractor will be required to convert 95 percent of the street sweeping debris to compost or other reusable products in support of the City's Waste Reduction and Recycling Program.
The recommended vendor, Consolidated Disposal Service, LLC, will off-load street sweeping debris at the Bel Art Transfer Station in Long Beach. Debris will be weighed, mixed with other green waste and transferred to a processing facility that meets with the requirements of the local enforcement agency. The majority of green waste will be used as alternative ground cover.
The bid was advertised on January 30, 2007, and eight potential bidders specializing in diversified street sweeping debris were notified of the bid opportunity; none are Minorityowned Business Enterprises (MBEs) or Women-owned Business Enterprises (WBEs), two are Long Beach businesses, and none are certified Small Business Enterprises (SBEs).
The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.lbpurchasing.orQ. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 32 local, minority and women's business groups. Bids were opened on February 14, 2007. Consolidated Disposal Service, LLC, of Santa Fe Springs, CA, is the lowest responsible bidder.
