TITLE
Recommendation to adopt resolution authorizing City Manager to accept, execute any documents necessary, and allocate funding for the implementation and administration of the Clean Vessel Act of 1992 Pumpout Grant for maintenance, repair parts, and services for vessel pumpout and dump stations in the marinas, through the State Department of Boating and Waterways, in an amount not to exceed $20,000.  (Districts 2,3)
 
DISCUSSION
As part of its commitment to provide clean, safe, and enjoyable recreational boating and beach activities in California, and preserve and protect the California shoreline, the State of California, Department of Boating and Waterways (DBW), offers grant funds to cities, counties, districts, and other public and private agencies through various programs.
 
One of these programs is the Clean Vessel Act of 1992 Pumpout Grant Program. This program offers grants to reimburse recipients for up to 100 percent of the costs incurred for maintenance and repair of vessel pumpout and dump stations. These stations help reduce pollution from vessel sewage discharge. DBW issued a grant in the amount of $20,000 to the City of Long Beach, due to recent problems with our pumpout stations and numerous complaints received regarding the units being unreliable.
 
The City currently provides pumpout station service at numerous locations within the marinas and waterways of Long Beach. This service is provided free of charge to our marina customers and the boating community. This grant will provide reimbursement of expenses incurred for the maintenance and repair of pumpout and dump stations, up to $20,000. There are currently four new pumpout stations in the Shoreline and Rainbow Marina area, and the Department of Parks, Recreation and Marine, Marine Bureau, is in the process of replacing the four older pumpout units in the Alamitos Bay Marina, which should be completed by the end of this year. This $20,000 grant will enable the Marine Bureau to purchase a significant inventory of replacement parts, which will be used to ensure that the pumpouts continue to operate reliably for marina customers and the boating community.
 
This matter was reviewed by Principal Deputy City Attorney Charles Parkin on November 15, 2006, and Budget Management Officer David Wodynski on November 17,2006.
 
TIMING CONSIDERATIONS
City Council action is requested on December 5, 2006, so requests for reimbursement of funds can be submitted within the term of the grant.
 
FISCAL IMPACT
The Clean Vessel Act of 1992 Pumpout Grant Program offers funds for the reimbursement of 100 percent of the costs of the maintenance and repair of vessel pumpout and dump stations. Sufficient funding to support this program is currently budgeted in the Tidelands Operating Fund (TF) in the Department of Parks, Recreation and Marine (PR). There will be no impact on the General Fund.
