TITLE

DISCUSSION
The Long Beach Police Department (Department) was recently awarded grant funding from the California Office of Traffic Safety for the Long Beach Speeders Beware Program (Speeders Beware 07) in the amount of $474,222. The grant monies will be used over a two-year period in an effort to save lives and prevent injuries from speed-related collisions and increase seatbelt compliance. Program activities include purchase and deployment of a speed awareness trailer and focused speed enforcement, seatbelt enforcement and education. The Department will also install an automated electronic citation system and purchase portable handheld devices. Officer overtime will be used to conduct speed enforcement operations.

TIMING CONSIDERATIONS
City Council action on this matter is requested on November 21, 2006, to expedite use of the grant funds.
 
FISCAL IMPACT
As the Speeders Beware 07 is currently unbudgeted, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. Grant funds will be used to support overtime and equipment required to implement the Speeders Beware 07 program. There is no impact to the General Fund.
