TITLE
Recommendation to receive and file report on attendance at the National League of Cities FAIR Fall Steering Committee meeting in San Antonio, Texas.
 
DISCUSSION
On October 12-14, 2006, I attended the National League of Cities Finance, Administration and Intergovernmental Relations (FAIR) Fall Steering Committee meeting in San Antonio, Texas.
 
The National League of Cities is an association of over 1600 cities and towns that educates, advocates, represents, and influences national policy. The League helps cities stay informed on key federal legislative policy proposals that affect municipalities, represents municipalities in the federal courts, and provides programs, services and resources to help cities solve municipal problems.
 
The FAIR Committee is responsible for reviewing national economic policy, financial assistance programs, liability insurance, intergovernmental relations, Census, municipal bonds, capital finance, labor relations, and other municipal management issues.
 
As the City of Long Beach's representative to the National League of Cities, and a member of the FAIR Steering Committee, I participated in the FAIR Fall Steering Committee meeting during October 12-14, 2006. The meeting provided valuable information on critical economic policy issues facing cities throughout the nation. Specific topics discussed include: the effect of telecom taxes and reform on local government, the Federal Consent Decree Fairness Act, increasing the supply of municipal capital, municipal liability, municipal disaster and terrorism insurance, the scope of federal regulation of cities, and much more.
