DISCUSSION
In July 2003, the first phase of this project, the Development of Basin 8 Marina, was completed. The Basin 8 Marina project included a park access road, a parking lot, a boat owners' restroom and boat docks. The second phase of this project is the construction of Costa del Sol Park, which has since been renamed as Jack Nichol Park. The project consists of new construction of Jack Nichol Park on vacant City property located at 6262 Pacific Coast Highway. The requested  contract's scope of work includes : grading, export and disposal of existing dredge fill material, import of new topsoil, construction of storm drain system, hardscaping, landscaping and irrigation.
The project was advertised for bids on July 31, 2006, and bids were opened on August 23, 2006.  It is recommended that the City Council award a construction contract to Pima Corporation, as the lowest responsible bidder . Attached is a copy of the tabulation of bids for your reference.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on September 5,
2006 and Budget Management Officer David Wodynski on September 11, 2006 .
 
 
TIMING CONSIDERATIONS
City Council approval is requested on September 19, 2006, to authorize commencement of this Public Works project. Construction is anticipated to be completed by May 2007.
