Recommendation to adopt resolution authorizing City Manager to submit a grant application through the Recreational Trails Program of the State of California, Department of Parks and Recreation, in the amount of $305,805 for the Red Car Greenway Trail Project, and based on the receipt of the grant and other funding, to execute any documents necessary for the implementation and administration of the project at a total cost of $1,161,180. DISCUSSION
The Department of Parks, Recreation and Marine has identified a grant opportunity for funding of trail development through the State of California, Department of Parks and Recreation's Recreational Trails Program (RTP). The RTP provides annual funding to states through the Federal Highway Administration for recreational trails and trail-related projects. Funds are available for both motorized and non-motorized projects, with approximately $3.2 million available statewide for non-motorized projects. The grant requires a 12 percent minimum non-federal match.
In 2001, the City received a grant for $2 .4 million through the Metropolitan Transportation Authority (MTA) for the acquisition and partial construction of land along the Pacific Electric Right-of-Way (PEROW) between Walnut Avenue and Martin Luther King Jr. Avenue. The PEROW parcel between Walnut Avenue and Orange Avenue has been acquired; however, only partial funding is available to complete the development of the site. The acquisition of other parcels is currently in negotiation and will be developed as a connection to the Red Car Greenway Trail Project in the future.
If awarded, the RTP grant will provide the final funding in the amount of $305,805 for the development of the bicycle and pedestrian trail as part of the Red Car Greenway Trail Project on the PEROW between Walnut Avenue and Orange Avenue (Exhibit A).
