TITLE
Recommendation to authorize City Manager to execute a grant agreement and all necessary documents with the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy for project management services. (Citywide)

DISCUSSION
On November 9, 2004, City Council authorized the City Manager to execute a grant agreement and all amendments with the Watershed Conservation Authority (WCA) for project management services to be provided by the Department of Community Development's Property Services Bureau (Bureau). The Bureau has provided unique real estate and project management services including real estate transactional review, GIS, due diligence, project oversight and other related services to the WCA in their effort to acquire environmentally challenged, economically burdened and unmarketable property.

Subsequent to execution of the grant agreement, the WCA informed the City that the grant and funding was reallocated to the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) as part of the Clean Water, Clean Air, Safe Neighborhood Parks and Coastal Protection Bond Act of 2002 (Proposition 40). As such, a new grant agreement is required naming the City and the RMC as parties to the agreement. The new grant agreement will be consistent with the previous grant agreement and provide for reimbursement for the Bureau's assistance with project management and real estate related issues. The grant agreement will continue to be for an amount not to exceed $100,000 through the period ending June 30, 2007.

TIMING CONSIDERATIONS
City Council action is requested on March 21, 2006, in order to execute the new grant agreement and continue with project management assistance to the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy.
