TITLE
Recommendation to adopt California Form 806 listing all Councilmembers appointments for which compensation is received as required by Fair Political Practices Commission (FPPC) Regulation 18705.5; and direct City Clerk to post and maintain Form 806 on the City Clerk Department home page.

DISCUSSION
In March 2012, the FPPC adopted California Code of Regulation, Title 2, Section 18705.5 which authorizes public officials to vote on their own appointments to compensated positions on various types of City and non-City boards and commissions. Pursuant to this regulation, public agencies are required to list: [a] each appointed position for which compensation is paid; [b] the salary or stipend for each appointed position; [c] the name of the public official who has been appointed to the position and the name of the public official, if any, who has been appointed as an alternate, and [d] the term of the position. The FPPC recommends that each public agency prepare and adopt a Form 806 identifying all of the current paid appointments as soon as possible.

The City Clerk has compiled the necessary information from the City Council Authorities and Memberships List that the Mayor and Council serve on for which compensation is received. This information has been included the attached Form 806, which serves as the City's report of all compensated public official appointments. Upon adoption of Form 806, the City is required to post the Form 806 on the City's website immediately. As new appointments are made, Form 806 must be amended to reflect those new appointments. Therefore, the Form 806 will need to be updated from time to time to reflect current City Council appointments.

TIMING CONSIDERATIONS
Since October 24,2012, the City Clerk Department posted on its home page the Form 806 based on the City Council's appointments to outside boards on October 16,2012.

Effective July 23, 2014, the Form 806 will be prominently posted on the City Clerk home page.
