TITLE
Recommendation to authorize City Manager to execute the Seventh Amendment to Agreement No. 209210 with Los Angeles County to provide HIV/AIDS medical outpatient services in the amount of $25,140 for a period of three months. (Citywide)

DISCUSSION
For the past thirteen years, Los Angeles County has contracted with the Department of Health and Human Services (DHHS) to provide medical services to interrupt or delay the progression of Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) disease and promote optimal health. Services provided include diagnosis, counseling, therapy, prevention, and ophthalmology. The services are offered in the DHHS Early Intervention Program Clinic, which serves over 1,000 HIV-affected individuals annually.

On March 23, 2004, the City Council authorized the agreement from March 1, 2004 to February 28, 2005. The agreement was then renewed on a month-to-month basis by Los Angeles County from March 1,2005 to November 30,2005. The proposed amendment continues funding for these Services from December 1,2005 through February 28,2006. On March 1,2006, the County is expected to change the structure of the medical outpatient services agreement to a fee-for-service plan and issue a new contract shortly thereafter.

This matter was reviewed by Senior Deputy City Attorney Donna Gwin on February 10,2006, and by Budget Management Officer David Wodynski on February 9, 2006.

TIMING CONSIDERATIONS
The DHHS has been providing services under this amendment since December 1,2005, but will be
unable to recover costs until the contract is approved.

FISCAL IMPACT
The total amount of the agreement is $25,140 for the period from December 1, 2005 to February 28, 2006. Sufficient funds to cover the cost of these services have been included in the Health Fund (SR 130) in the Department of Health and Human Services (HE).

SUGGESTED ACTION
Approve recommendation.
