TITLE
Recommendation to adopt Plans and Specifications No. R-6605 for ADA improvements at Martin Luther King, Jr. Park, Phase II; and authorize City Manager to execute a contract to CALTEC Corp., the lowest responsible bidder, in an estimated amount of $188,587. (District 6)

DISCUSSION
The Americans with Disabilities Act (ADA) requires the modification and/or removal of physical and architectural barriers and features in existing facilities to make City programs, services and activities accessible. ADA improvements at Martin Luther King, Jr. Park, Phase II include: MLK Community Center interior improvements; scoring concrete steps; installing handrailing at concrete steps; installing pool lift; ADA improvements of exterior concrete stairs at MLK Pool; ADA improvements of the play areas and equipment; ADA improvements of outside sanitary facilities; ADA improvements of kiosk; and installing ADA signs.

City Council adoption of the plans and specifications and award of contract to the lowest responsible bidder are being recommended concurrently to expedite the project implementation. The project was advertised for bids on November 18, 2005, and bids were opened on December 14, 2005. Information regarding the bid and CAL TEC Corp.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on December 27, 2005, and Budget Management Officer David Wodynski on January 11, 2006. In accordance with the California Environmental Quality Act, Categorical Exemption Number CEP-233-03 has been issued for this project.

TIMING CONSIDERATIONS
City Council action on this matter is requested on January 24, 2006, to authorize commencement of this Public Works project. Construction is anticipated to begin in February 2006 and should take approximately 30 working days to complete.
