TITLE
Recommendation to approve the update of the Long Beach Bicycle Master Plan (BMP) to add the Bike-Transit Hub Access Plan at the Metro Blue Line Willow Station.  (Citywide)
 
DISCUSSION
The City Council adopted the Long Beach BMP on December 11,2001. In compliance
with Caltrans' policy, which requires cities to update their BMPs every four years to be
considered for grant funding through the Bicycle Transportation Account (BTA), the Long
Beach BMP must be updated now to be considered for the FY 06/07 through FY10/11
funding cycle.
 
The attached update, presented for City Council approval, adds the Bike-Transit Hub
Access Plan at the Metro Blue Line Willow Station to the Cities BMP. The Bike-Transit
Hub Access Plan was developed by Los Angeles County Metropolitan Transportation
Authority (Metro), in cooperation with the City, as a part of its Countywide Bicycle Strategic
Plan. The proposed concept is consistent with the City's existing Transportation Element
that calls for developing and enhancing opportunities for bicyclists to connect with other
forms of transportation. Metro's Plan focuses on the development of bicycle transit hubs
throughout Los Angeles County to encourage trips that combine bicycle and transit use.
The proposed Willow Station Bike-Transit Hub would improve bicycle access to nearby
activity centers and facilities and provide direct connections to existing bike paths.
 
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin and Budget
Management Officer David Wodynski on December 12,2005.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on December 20,2005 to meet the Caltrans
deadline.
