Recommendation to request City Attorney to accept an Irrevocable Offer to Dedicate for the widening of Atlantic Avenue adjacent to 3070 Atlantic Avenue.  (District 7)
 
DISCUSSION
It is the goal of the Department of Public Works to widen streets and alleys to the
standards established in the City's General Plan. When significant new development is
proposed, the public rights-of-way adjacent to the site are reviewed for sufficiency to
accommodate the new development. For the subdivision of a 23-acre parcel and the
construction of a Home Depot retail outlet at the northeast corner of Atlantic Avenue
and Spring Street, an offer to dedicate additional right-of-way is requested. The
proposed irrevocable offer to dedicate would provide for the future widening of Atlantic
Avenue from 40 feet to 50 feet wide west of centerline. The ultimate width of Atlantic
Avenue is 100 feet, according to the City of Long Beach General Plan. The ultimate
width will be achieved at such future date when the City adopts plans and specifications
for the widening and improvement of Atlantic Avenue. A map of the area to be
dedicated is attached as Exhibit A.
 
The developer of the subject property agreed to development conditions that include the
above-described irrevocable offer to dedicate. This matter was reviewed by Deputy City
Attorney Lisa Peskay Malmsten on November 23, 2005. In conformance with the
California Environmental Quality Act, Environmental Impact Report SCH No.
2000061137 was issued for this project.
 
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
A document processing fee of $250 was paid by the developer and deposited in the
General Fund (GP) in the Department of Public Works (PW).
 
SUGGESTED ACTION
Approve recommendation.
