DISCUSSION
An increase in the appropriation for the marina rebuilds is being sought to match the
loan funds approved by the State of California, Department of Boating and Waterways
(DBAW). DBAW provides loans for the purpose of constructing small craft harbors.
The City Council has previously approved loan applications to fund various phases for
the renovation of the Long Beach Marinas, which taken together total $98,223,000. To
date, DBAW has approved $45,843,000 of the total requested; yet only $28,839,278
has been appropriated. Therefore, an appropriation increase of $1 7,003,722 is
requested in the recommendation.
As a means of completing this work, on March 23, 2004, the City Council approved the
execution of a design-build contract with Connolly-Pacific Co. for the design and
rehabilitation of the Long BeachiShoreline Marina (LBSM) and Rainbow Marina (RM), in
an amount not to exceed $30,113,582. Since the execution of the contract, the
escalation of costs for materials has exceeded the original projection. In addition, the
City has requested expansion I of the project beyond the original scope. The total
increase requested is $2,485,19,8, or 8.25 percent of the original contract amount, which
is fully funded by the DBAW loans.
