DISCUSSION
The Workforce Investment Act (WIA) funds received annually by the City are administered by the Department of Community Development. These funds pay for job training programs and business services delivered by the Career Transition Center, the Youth Opportunity Center, and selected community-based organizations throughout the city.

To maximize services to residents and businesses of Long Beach, contracts are executed with local community-based organizations to assist in providing on-site case management, job development, counseling, vocational assessment, and other related services. Current contracts expire on December 31, 2005. To ensure the continued delivery of services, a short-term, six-month extension to the UAW-Labor and Employment Training Corporation, California State University Long Beach, and Foster Assessment Center contracts is requested while a new request for vendor proposals is being conducted. The attached chart outlines the details of the recommended contract amendments.

This letter was reviewed by Deputy City Attorney Everett L. Glenn on October 20, 2005 and Budget Management Officer David Wodynski on November 8, 2005.

TIMING CONSIDERATIONS
City Council action is requested on November 15, 2005, to facilitate processing of the required documents.

FISCAL IMPACT
Sufficient funds to cover the recommended contract extensions are budgeted in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD) There is no impact on the General Fund.
