TITLE
Recommendation to authorize City Manager to execute a Joint Participation Agreement with the City of Cypress for Bloomfield Street Rehabilitation. (District 5)

DISCUSSION
The City of Cypress intends to rehabilitate the pavement on Bloomfield Street between Lincoln Avenue and Ball Road. The City of Cypress has prepared a Joint Participation Agreement that provides for allowing the City of Cypress to include the portion of Bloomfield Street within the City of Long Beach as a part of their rehabilitation project.

The agreement provides for the City of Cypress to perform the design, project management and inspection of the project at their cost. The City of Long Beach is expected to pay the City of Cypress for the actual construction cost on the Long Beach portion based upon unit prices bid and quantities actually used.

The portion of the pavement within the City of Long Beach on the west side of Bloomfield Street between Woodson Street and 350 feet south of Littlefield Street is in need of rehabilitation. A vicinity map is attached. The rehabilitation work consists of constructing curb ramps, concrete cross gutters, cold milling, resurfacing the pavement and installing new pavement markings.

The project construction cost is currently estimated to be $485,289.20, including a 10 percent contingency. The estimated portion of the construction cost to be funded by Long Beach is $102,254.63.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on September 20, 2005, and Budget Management Officer David Wodynski on August 31, 2005. This project is categorically exempt in accordance with Section 15301 of the California Environmental Quality Act.

TIMING CONSIDERATIONS
City Council action on this matter is requested on October 18, 2005, to allow commencement of this project by the City of Cypress in November 2005.
