DISCUSSION
The Department of Health and Human Services (DHHS) provides communicable disease and travel vaccines in its Walk-In and Travel Clinics. These vaccinations are essential to insuring the control of communicable diseases in the community. Travel vaccinations are often required of international travelers to protect them from acquiring diseases that are prevalent in certain parts of the world, and also to protect the community by preventing the spread of diseases from other countries. As one of the largest travel clinics in Southern California, the DHHS receives numerous referrals from physicians throughout the region, and charges patients fees that cover the cost of providing these services.

The DHHS purchases vaccines for Yellow Fever, Meningitis, Tetanus Diphtheria, Japanese Encephalitis, and Rabies directly from Sanofi Pasteur, Incorporated, the manufacturer of these vaccines, under a purchase order in the amount of $1 00,000 per year. The number of clients seen in these clinics has steadily increased in recent years, requiring an increase in the purchase order amount to $1 50,000 per year, which necessitates a formal contract. Therefore, City Council approval is being requested to execute a contract with Sanofi Pasteur, Incorporated.

This matter was reviewed by Senior Deputy City Attorney Donna Gwin on October 10, 2005 and Budget Management Officer David Wodynski on October 7,2005.

TIMING CONSIDERATIONS
The Department cannot purchase additional vaccinations from the vendor until the contract is executed. Therefore, City Council approval is requested on October 18, 2005.
