TITLE
Recommendation to authorize City Manager to execute the Second Amendment to Contract No. 28621 with the Orange County Workforce Investment Board to add $10,000 to the Nurse Workforce Initiative Project; and extend the term of the Contract through
December 31, 2005. (Citywide)

DISCUSSION
In January 2002, the Community Development Department and the Orange County Workforce Investment Board collaborated on a grant proposal to respond to the Governor’s Nurse Workforce Initiative. The State responded with a three-year, $2.1 million grant to recruit, train, and upgrade the supply and skills of nursing professionals, contributing to the short- and long-term availability of nurses in Long Beach and Orange County communities. By the end of September 2005, more than 80 residents interested in the opportunity to obtain employment in nursing will have completed their planned program through the Department’s portion of the Initiative. These are local students who either had completed educational prerequisites and were on a waiting list to begin the core curriculum courses for an associate degree in nursing or incumbent health care workers of Long Beach Memorial Medical Center interested in pursuing the next level in the nursing career ladder. The Long Beach Community College, which also collaborated on this Initiative, provides the training.

The City Council approved receipt of the Bureau’s third-year allocation at its August 3, 2004 City Council meeting, increasing the Long Beach cumulative contract amount to $934,500. Orange County has notified the City of an additional $lO,OOO for a total contract amount of $944,500 to complete activities and extend the contract through December 31, 2005. The County serves as the grant recipient, and the Department provides local grant oversight and case management for customers served.
