Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the U.S. Department of Homeland Security and from the Los Angeles County Office of Emergency Management for the continuing protection of infrastructure in the City of Long Beach and adjacent cities in the County of Los Angeles; and increase appropriations in the General Grants Fund (SR 120) in the Fire Department (FD) by $6,344,499; General Grants Fund (SR 120) in the Department of Health and Human Services (HE) by $414,858; General Grants Fund (SR 120) in the Police Department
(PD) by $1,591,815; General Grants Fund (SR 120) in the Department of Public Works (PW) by $75,000; and General Services Fund (IS 385) in the Department of Technology Services (TS) by $125,000. (Citywide)
DISCUSSION
On August 10, 2005, the City of Long Beach (City) received notification from the California Office of Homeland Security of final approval for an additional $7,514,753 in Urban Area Security Initiative (UASI) and Metropolitan Medical Response System (MMRS) grant funds. As in the past, the Long Beach Urban Area will also include the County of Los Angeles and seven cities that are contiguous to the City. These jurisdictions will be represented on an “Urban Area Working Group,” jointly chaired by the City of Long Beach and the County of Los Angeles.
The UASI 2005 funds will be used to continue to augment the City and surrounding jurisdictions’ Homeland Security response capabilities through training and equipment and supply acquisition. The MMRS 2005 funds will be used to enhance domestic emergency preparedness response and medical equipment and supplies.
On August 10 , 2005, the City also received notification from the California Office of Homeland Security of final approval for $878,174 in State Homeland Security Program (SHSP) and Law Enforcement Terrorism Prevention Program (LETPP) grant funds.
