DISCUSSION
Since 1991, the California Department of Health Services has contracted with the City of Long Beach to provide Childhood Lead Poisoning Prevention (CLPP) outreach, education and case management services. The State has recently awarded the City grant funding in the amount of $1,015,081 to continue these services over the next three years. CLPP receives 500-600 lab reports per month concerning children who were screened for lead poisoning. Twenty-five cases of childhood lead poisoning were identified in 2003, 12 in 2004 and so far this fiscal year, 2 cases have been identified in the city. Under the proposed agreement, the Department of Health and Human Services (DHHS) will continue to coordinate an array of case management services to assure that the children in Long Beach who have been identified with lead poisoning have access to healthcare and are safe from further exposure to environmental hazards. These services include home visits by a team consisting of a Public Health Nurse and a Registered
Environmental Health Specialist who provide a personalized assessment of each child's health, physical environment, nutritional needs and parental education to address the hazards of lead sources in the environment and suggest. actions needed to prevent further exposure. DHHS staff work closely with each child's health care provider to provide consultation information and confirmation of the ongoing monitoring of the child's health.
Case management activities also include referrals to other medical and social services, registered dietitian consultation, management of patient records and filing of required State case reports. In addition to the above family services, program services include public and provider education and outreach efforts to local physicians, parent groups, community-based
organizations and residents of the City of Long Beach. Program goals are to increase local physicians' awareness of the continuing hazards of lead poisoning and to stress the importance of testing young at-risk children. Outreach and education efforts will also focus on the residents of densely populated neighborhoods that have a high percentage of older housing in which paint, soil and dust contain high levels of lead. Lead poisoning education is provided to the community in multiple languages, including Khmer, Spanish, and English. Outreach efforts are provided in collaboration with the Long Beach Unified School District, local health care providers, community-based organizations, the City's Planning and Building Department, and DHHS programs. This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on August 22, 2005 and by Budget Management Officer David Wodynski on August 26,2005.
 
 
TIMING CONSIDERATIONS
City Council action is requested on September 6,2005, as the grant renewal period began July 1 2005.
 
 
FISCAL IMPACT
The City will receive grant revenues of $1,015,081 to offset expenditures of the same amount from July 1,2005 through June 30,2008. The annual grant amount is $338,360. Sufficient funds are budgeted in the Department of Health and Human Services (HE) in the Health Fund (SR 130). Future years' funds will be budgeted through the City's annual budget process.
