TITLE
Recommendation to authorize City Manager to execute a permit with Dadson Washer Service, Inc., for washer and dryer service at the Shoreline Marina and Alamitos Bay Marina, for a term of three years, with one two-year option to renew at the sole discretion of City Manager; and authorize City Manager to execute any amendments.  (Districts 2,3)
 
DISCUSSION
Since 1994, Dadson Washer Service, Inc., (Dadson) has installed, maintained, and operated washers and dryers at the Shoreline Marina. In response to the demand for laundry facilities, a new facility was added at the Alamitos Bay Marina in 2003. At its sole cost, Dadson has installed commercial heavy-duty washers and dryers for use by the boat owners. Dadson is responsible for providing preventative maintenance on the machines, as well as emergency repairs. In return for this service to the boat
owners, the City provides the utilities associated with this operation. Customers are charged $1.25 per wash and $1.00 for use of the dryer. The washer and dryer revenue received by the City is used to help offset the cost of utilities associated with the service. The previous permit expired on March 22, 2004; however, Dadson has continued to operate on a month-to-month basis, providing uninterrupted service to the boat owners. We are now requesting a renewal of the permit. Major terms and conditions: . Premises - Boat owner restroom D5 at 400 East Shoreline Drive, adjacent to gangway Y; and boat owner restroom D2 at 250 East Shoreline Drive, adjacent to gangway J, both in the Shoreline Marina. The Alamitos Bay Marina location is at 6200 Costa Del Sol. Additional laundry facilities may be located in the Marinas subject to the written approval of the Director of the Department of Parks, Recreation and Marine. Permitted Use - Exclusive permission to install, maintain and operate clothing washers and dryers at the designated premises. The premises for the washers and dryers are permitted "as is" and Dadson is responsible for the preventative maintenance and emergency repairs. Utilities - The Permittee is responsible for costs related to the installation and connection of utilities. The City will pay for the utilities thereafter. Permit Fees - 50 percent of monthly gross receipts from the permitted operation.The Permittee shall remit payment on or before the 20' day of each calendar month for the preceding calendar month. Term - Three years, with one two-year option to renew at the sole discretion of the City Manager. This letter was reviewed by Deputy City Attorney Charles Parkin and by Budget Management Officer David Wodynski on August 16,2005.
 
TIMING CONSIDERATIONS
City Council action is requested on September 6,2005, to authorize the execution of the permit.
 
 
FISCAL IMPACT
In Fiscal Year 2004, Dadson paid the City revenue in the amount of $7,700. The revenue from the proposed permit will be deposited in to the Tidelands Operating Fund (TF) in the Department of Parks, Recreation and Marine (PR), and will be used to offset the cost of utilities associated with the service.
