DISCUSSION
The streets included in this project (see attached map) have been in the City's backlog of residential streets to be repaired since 1984. This is the second in a series of projects to be completed this year in an effort to reduce the backlog of residential street repairs citywide. The rehabilitation project consists of cold milling, resurfacing and reconstructing the pavement, constructing curbs, gutters and curb ramps, tree pruning, and installing root barriers and new pavement markings. The contract for Area 2, approved by the City Council on March 15, 2005, included streets in Districts 1 and 2. City Council adoption of the plans and specifications and award of contract to the lowest responsible bidder are being recommended concurrently to expedite the project implementation. The project was advertised for bids on February 4, 2005, and bids
were opened on .March 2, 2005. Information regarding the Bid and Sully-Miller Contracting Company is available on the attached contract awards document.
 
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on March 17, 2005, and Budget Management Officer David Wodynski on March 22, 2005. In accordance with the California Environmental Quality Act, Categorical Exemption Numbers CEP 329-04 and CEP 331-04 have been issued for this project.
