TITLE
Recommendation to refer the Proposed Capital Improvement Program for Fiscal Year 2015 to the Planning Commission for review of its consistency with the General Plan.  (Citywide)
 
DISCUSSION
In accordance with the City Charter, the City Manager has submitted the Capital Improvement Program (CIP) for Fiscal Year 2015 to the Mayor who, in turn, transmitted the document to the City Council. In addition, Article X, Section 1 002( e) of the City Charter requires that the Planning Commission review the proposed CIP for consistency with the General Plan. The Planning Commission will then forward its findings to the City Council for consideration.
 
This matter was reviewed by Deputy City Attorney Amy Webber on July 14, 2014, and by Budget Manager Lea Eriksen on July 14, 2014.
 
TIMING CONSIDERATIONS
The Planning Commission's findings are required prior to adoption of the Fiscal Year 2015 budget by City Council. The proposed CIP for Fiscal Year 2015 is scheduled to be formally presented to the City Council on July 22, 2014. This will enable the Commission to meet the necessary timelines for budget consideration.

There is no fiscal or local job impact associated with the requested action.
