DISCUSSION
City Council approval is requested to enter into a contract with Alabbasi Construction and Engineering for improvements to Cherry Avenue. The street infrastructure on Cherry Avenue between Ocean Boulevard and Pacific Coast Highway is in need of rehabilitation. The rehabilitation work consists of replacing damaged curbs and gutters, driveways, alley entrances, sidewalk and the trimming or shaving of tree roots; reconstructing areas of deteriorated pavement; cold milling and resurfacing the pavement; installing bus pads, traffic striping, markings, and markers; traffic control; water quality best management practices; and related improvements between Ocean Boulevard and Pacific Coast Highway. This project was closely coordinated with the City of Signal Hill Cherry Avenue widening project. A vicinity map showing the project location is attached.
 
This project was advertised in the Press-Telegram on May 9, 2014, and 2,834 potential bidders specializing in construction were notified of the bid opportunity. Of those bidders, 72 sets of bid documents were purchased or downloaded via the electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's. website at Y:£:!j~!Q!J~~~g.m(}J]J::!.[£~~;!., and was also sent to several trade publications and plan rooms catering to these groups within the construction industry. A bid announcement was also included in the Purchasing Division's weekly update of Open
 
Bid Opportunities, which is sent to 30 local, minority and women-owned business groups. Nine bids were received on June 4, 2014. Of those nine bidders, one is a Minority-owned Business Enterprise (MBE), none are Women-owned Business Enterprises (WBEs) or Disadvantaged Business Enterprises (DBEs), one is a certified Small Business Enterprise (SBE), and one is a Long Beach business (Local). Alabbasi Construction and Engineering, of Riverside, CA (MBE, not a WBE, DBE, SBE or Local), was the lowest responsible bidder.
 
Local Business Outreach
 
In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download bid specifications. Through outreach, 270 Long Beach vendors were notified to submit bids, of which five downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
 
This matter was reviewed by Deputy City Attorney Amy R. Webber June 26, 2014, and by Budget Management Officer Victoria Bell on July 9,2014.
 
SUSTAINABILITY
 
The old asphalt material to be removed under this contract will be recycled into new asphalt concrete, or utilized as base material on other street projects. The street will be resurfaced with asphalt containing up to 15 percent recycled material. Finally, 11,637 tons of road base made from recycled concrete, rock, sand and asphalt will be utilized in this project and all concrete work will include recycled waste ash, diverting these materials from our landfills.
 
In accordance with the California Environmental Quality Act (CEQA), this project has been determined to be statutorily exempt.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on July 22, 2014 to allow commencement of this Public Works project.
 
FISCAL IMPACT
The total contract award amount is not to exceed $2,127,499. The total project cost will be supported by Proposition C funds and is estimated at $2,500,000. Of the total project cost, $1,550,000 is currently budgeted in the Transportation Fund (SR 182) in the Public Works Department (PW) from a reallocation of project funds, and will have no impact on active projects. An appropriation increase for the remaining amount of $950,000 is requested in the Transportation Fund (SR 182) in the Public Works Department (PW). Approval of this recommendation will provide continued support to the local economy.
