TITLE
Recommendation to receive and file the Long Beach Harbor Department Green Port Policy; and if necessary refer to appropriate policy committee(s).

DISCUSSION
In November 2004, the Long Beach Board of Harbor Commissioners requested that Harbor Department staff prepare an Environmental Policy for Board consideration. The vision of the Board was to develop a comprehensive, measurable, community sensitive policy that would make the Long Beach Harbor Department a model Port in achieving environmental improvements. This innovative policy establishes a new environmental ethic that will guide the Harbor Department in all operations. On January 4, 2005, staff reported to the Long Beach City Council and the public that the proposed policy was scheduled to be considered at the Harbor Commission meeting
on January 18, 2005, and encouraged participation and input. The Board discussed the item on January 18th, accepted public input, and on January 24th formally adopted a resolution establishing the Harbor Department's new Green Port Policy. The Green Port Policy includes five policy statements that would guide the growth and development of the Long Beach Harbor Department. These policies are detailed in the attached Resolution and will be presented to the City Council by Harbor Department staff. To implement the Green Port Policy, specific goals, metrics, and programs have been adopted and include incentives to promote program participation.
