TITLE
Recommendation to adopt Plans and Specifications No. R-6656 for the construction of improvements to the security system at the Long Beach Airport; authorize City Manager to award the contract to ARINC Incorporated, in an estimated amount of $2,921,100; and execute all necessary documents related to the contract. (District 5)

DISCUSSION

The existing access control system at the Long Beach Airport, which is almost 15 years old, is at the end of its useful life. Repairs of the system have been extremely costly over the last two years, with portions of the system needing repair on a weekly basis. This project will replace the current access control system and provide a new monitoring system that will interface with the new access control system. Coverage will include all areas currently controlled and monitored and will be extended into new areas including remote areas in parking lots, on the airfield and on surrounding streets. The project also includes the relocation of the primary monitoring location to the 5th floor of the Terminal Building, with the existing Safety Office to remain as a back-up monitoring location.

City Council adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently to expedite the project implementation. The project was advertised for bids on December 31, 2004, and bids were opened on February 9, 2005. It is recommended that the City Council award a construction contract to ARINC Incorporated (ARINC). Information regarding ARINC is provided on the attached Contract Awards sheet.

It is also recommended that the City Council authorize a 10 percent increase, above the current policy of 15 percent in contingency, for a total of 25 percent of the base contract award due to the complexity of this project.
