TITLE
Recommendation to authorize City Manager to execute an agreement and any related documents with the Trustees of the California State University, an agency of the State of California, to facilitate internship opportunities at the Long Beach Senior Center, located at 1150 East 4th Street, for California State University Dominguez Hills Human Services Program students, for a period of three years, expiring on January 21, 2017. (District 2)

DISCUSSION
On March 8, 2011, the City Council approved Agreement No. 32148 (Agreement) with the Trustees of the California State University, an agency of the State of California, on behalf of California State University Dominguez Hills (CSUDH). The Agreement, which expired in 2013, allowed the Department of Parks, Recreation and Marine (PRM) to facilitate internships for CSUDH Human Services Program students at the Long Beach Senior Center (Senior Center), located at 1150 East 4t Street. CSUDH has proposed a new three-year Agreement to provide for continuation of the program at the Senior Center. PRM will continue to benefit from the proposed Agreement, as the student interns will be providing labor and services at no cost in exchange for the learning experience gained through the internship.

PRM will directly supervise each student and will submit timecards and performance reports to CSUDH. CSUDH will be responsible for providing all student orientations, placements, and insurance, as well as payment of all applicable salaries/benefits, while the students are interning at the Senior Center. The City of Long Beach will not incur any costs from the proposed Agreement.

This matter was reviewed by Deputy City Attorney Kendra L. Carney on March 19, 2014, and by Budget Management Officer Victoria Bell on March 20, 2014.

TIMING CONSIDERATIONS
City Council action is requested on April 15, 2014, to enable the execution of the Agreement so that CSUDH may begin placing student interns at the Senior Center.
