Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments that change the terms or increase grant amounts between the City of Long Beach and the Los Angeles Emergency Food and Shelter Program, in the amount of $14,000, for the period November 1, 2012 through February 28, 2014. (Citywide)
DISCUSSION
The Emergency Food and Shelter National Board Program was created in 1983 to supplement the work of local social service organizations within the United States, both private and governmental, to help people in need of emergency assistance. This collaborative effort between the private and public sectors has disbursed over $3.8 billion in federal funds during its 29-year history. The Emergency Food and Shelter Program has community Boards that allocate federal funds to supplement the work of local agencies providing food, shelter, rental assistance, and utility assistance.
The Los Angeles Emergency Food and Shelter Program (EFSP) Local Board has provided grant funding to the City of Long Beach Department of Health and Human Services since 2004. The EFSP Phase 31 operating period was originally November 1, 2012 to October 31, 2013. However, due to administrative delays at the federal level, the Phase 31 Request for Proposals was not released by the Los Angeles EFSP Local Board until October 2013. In the RFP, the Los Angeles EFSP Local Board extended the Phase 31 grant operating period to February 28, 2014. The Phase 31 grant award for emergency motel vouchers is anticipated to be formally awarded in January 2014 in the amount of $14,000. These motel vouchers will augment resources for homeless persons served at the Long Beach Multi-Service Center and assist in housing families until emergency, transitional or permanent shelter beds are available.
