DISCUSSION
In 2013, the Friends of Long Beach Animal Shelter, a California nonprofit public benefit corporation, doing business as Friends of Long Beach Animals (FOLBA), proposed the donation and installation of a 60’ by 13’-4” CAVCO Industries, Inc., manufactured commercial building. The building would be installed at the P.D. Pitchford Companion Animal Village (Animal Village), located at 7700 East Spring Street (Attachment), for use by FOLBA and the City of Long Beach (City) as a dual-purpose veterinary clinic (DPVC). In exchange for the aforementioned donation, FOLBA has proposed the provision of low-cost spay and neuter clinics at the Animal Village, utilizing the DPVC. The Department of Parks, Recreation and Marine’s (PRM) Animal Care Services Bureau (ACS) would use the DPVC during regular operational hours, and FOLBA would have access on Monday and Tuesday of each week, when the ACS facility is closed, in order to conduct spay and neuter clinics for animals under ACS’ care, as FOLBA’s budget permits.
