TITLE
Recommendation to authorize City Manager to execute a right-of-entry permit and any related documents with the Society for the Prevention of Cruelty to Animals Los Angeles for the installation of a pedestrian gate at, and the use of a portion of, the Department of Parks, Recreation and Marine maintenance yard, located in El Dorado Regional Park, Area I, to park and store various vehicles, for a term of three years, with one, three-year renewal option at the discretion of the City Manager or his designee. DISCUSSION
Since 2001, the Society for the Prevention of Cruelty to Animals Los Angeles (SPCALA) has partnered with the City of Long Beach (City) to create and operate the P.O. Pitchford Companion Animal Village (Animal Village), a park-like animal care and adoption center serving Long Beach and the surrounding communities. The popularity of the Animal Village has grown over the years and attracts a large number of visitors each day. With the popularity of the Animal Village, the limited parking area cannot always accommodate all visitors. Several of the Animal Village parking spaces are used to store SPCALA disaster and shelter operations vehicles and trailers (Vehicles) that serve the shelter operations at the Animal Village, as well as community animal events, and emergency response and crime scene support related to animals.
The SPCALA has submitted a request to the Department of Parks, Recreation and Marine (PRM) to move several SPCALA-owned Vehicles from the Animal Village parking lot to a little-used corner of PRM's maintenance yard (Yard), which is located adjacent to the Animal Village (Attachment). The SPCALA would like to install a secured pedestrian gate in the Yard fence that separates the Yard from the Animal Village so that the SPCALA may access their Vehicles. Vehicles will use the main vehicle gate to enter and exit the Yard.
