TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the Federal Fiscal Year 2013 Edward Byrne Memorial Justice Assistance Grant Program; and increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $221,730. (Citywide)
DISCUSSION
Recently, the Long Beach Police Department was awarded grant funding for the ninth consecutive year for the Fiscal Year 2013 Edward Byrne Memorial Justice Assistance Grant (JAG) Program: Local Solicitation, from the Department of Justice, Bureau of Justice Assistance in the amount of $221,730. The grant monies will be used to support a specially trained and selected Deputy Probation Officer assigned by the County of Los Angeles to provide enhanced probation services to the City of Long Beach, and a Los Angeles Sheriff's Department to provide a dedicated DNA Criminalist assigned to Long Beach DNA cases.
This matter was reviewed by Deputy City Attorney Gary Anderson on September 9, 2013 and Budget Officer Victoria Bell on September 11, 2013.
TIMING CONSIDERATIONS
City Council action on this matter is requested on October 1, 2013, to expedite use of the grant funds.
FISCAL IMPACT
As the JAG grant is currently unbudgeted, an appropriation increase in the General Grants fund (SR 120) in the Police Department (PD) in the amount of $221,730 is included in the recommendation. Grant revenues will offset the expense appropriation and the grant does not require matching funds. There is no impact to the General Fund and no local job impact associated with the recommended action.
