TITLE
Recommendation to authorize City Manager to execute all necessary agreements with the County of Orange/Orange County Workforce Investment Board to receive $33,000 in Assembly Bill 118 funds to implement the Alternative Fuels/Transportation Cluster Development Program under the Regional Industry Clusters of Opportunity (RICO); and to execute any needed subsequent amendments. DISCUSSION
Pacific Gateway was one of ten Statewide recipients in 2010-2012 of an industry cluster analysis grant to develop and launch a coordinated, three-county workforce and economic development effort aimed at identifying and maximizing growth opportunities in the water, green building/energy efficiency, solar, and transportation segments of the regional green economy.
In May of this year, the State made additional investments for new entities to continue this work, with a specific interest in funding analysis, employer convenings and other sector-based efforts related to alternative fuels. The Orange County Workforce Investment Board submitted an application to the State with Pacific Gateway as one of its primary partners. The State has recently notified OCWIB that it is to receive funds to operate the project, with Pacific Gateway receiving $33,000 to manage the portion of the project concentrating on cluster studies in and around Los Angeles County.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on July 16, 2013 and by Budget Management Officer Victoria Bell on July 19, 2013.
TIMING CONSIDERATIONS
City Council action is requested on August 13, 2013, in order to facilitate processing of required documents.
FISCAL IMPACT
The Assembly Bill 118 grant is funded by the Workforce Investment Act (WIA). Through its partnership with OCWIB, Pacific Gateway will receive up to $33,000.
