TITLE
Recommendation to request City Attorney to prepare and authorize City Manager to execute an amendment to Contract No. 32508, for relocation of natural gas pipelines, extending the term to May 31, 2013, and increasing the amount not to exceed $5,100,000; and increase appropriations in the Gas Fund (EF 301) in the Long Beach Gas and Oil Department (GO) by $504,711. (District 1)

DISCUSSION
The Long Beach Gas and Oil Department (LBGO) is actively engaged in various infrastructure improvement projects throughout the City to sustain the City’s natural gas pipeline system. City Council adopted LBGO Plans and Specifications G-291 on March 6, 2012 for eleven major pipeline projects, of which ten are now complete. The last project is in the Port of Long Beach (Port) and relates to a pipeline relocation that is needed to accommodate the construction of the Gerald Desmond Bridge replacement.

The bridge project was awarded to the Port’s design-build contractor in August 2012, after initial design of the pipeline relocation project. Subsequently, the contractor made modifications to the bridge design impacting the location of the gas pipeline. LBGO had to rework the relocation efforts, adding more excavation, pipe work, and overall expenses to accommodate the design changes. The increased cost for this work is $504,711 beyond the authorized contract amount, and will be fully funded by the Port. LBGO is also requesting the contract term be extended through May 31, 2013 to allow time to complete the additional work.

This matter was reviewed by Deputy City Attorney Richard Anthony on February 21, 2013 and by Budget Management Officer Victoria Bell on February 25, 2013.

TIMING CONSIDERATIONS
City Council action is requested on March 19, 2013, to allow for timely completion of the pipeline relocation project. Construction is anticipated to be completed in May 2013.
