DISCUSSION
In late January 2013, the Department of Parks, Recreation and Marine (PRM) was contacted by representatives from the Los Angeles Clippers Basketball Team of the National Basketball Association (LA Clippers) about the possibility of replacing the playground equipment and resurfacing the basketball court at Ernest S. McBride, Sr. Park (McBride Park), located at 1550 Martin Luther King, Jr. Avenue. The playground at McBride Park has been identified by PRM as one of the oldest park playgrounds in the City of Long Beach (City). The aforementioned improvements would be done as part of the LA Clippers’ FIT Campus Playground & Court Refurbishment Program that has identified parks in Long Beach, Boyle Heights, and South Los Angeles for playground equipment and court refurbishment in 2013.

All of the costs for the proposed project will be borne by the LA Clippers; no costs will be incurred by the City. However, the Sixth District Council Office has agreed to provide up to $10,000 in Council District Six Uplands Oil Infrastructure Funds to cover any unforeseen contingencies not covered by the LA Clippers’ donation. The LA Clippers have completed all planning and pre-construction items necessary for the proposed project. Additionally, the LA Clippers have stated that due to their strict timeline, the project must be completed in time for a March 22, 2013, ceremony and clinic that will be held at McBride Park.
