TITLE
Recommendation to determine that the granting of Facility/Pipeline Permit No. P-242-12 to the Chemoil Corporation will not be contrary to the public interest; and authorize City Manager to issue said permit in accordance with Section 15.44.060 of the Long Beach Municipal Code. (Districts 1,7)
DISCUSSION
The Chemoil Corporation (Chemoil) has filed an application for Facility/Pipeline Permit No. P-242-12, to install 10,103 feet of 20-inch diameter pipeline in the City of Long Beach (City). The proposed 20-inch pipeline will be replacing an existing 10-inch pipeline. The pipeline will transport petroleum products from the Port of Long Beach (Port) to Chemoil’s tank farm in the city of Carson (Carson). The pipeline will enter the City in Willow Street at the City’s boundary with Carson and run east to Santa Fe Avenue, where it will turn south and run to Anaheim Street, where it will enter the jurisdiction of the Port. The pipeline’s route is shown on the attached map.
The Department of Public Works has reviewed the application and found the proposed installation to be compatible with existing installations and not an obstacle to any street use or any known proposed developments. The recompaction and resurfacing of the street trenching will be consistent with City standards. Traffic control requirements stipulated by the Traffic Engineering Division will be made a part of the special conditions for the excavation permit. Chemoil has agreed to slurry seal and stripe Santa Fe Avenue from curb to curb on both sides of the median, after the installation. The required liability insurance and bonding for this permit has been approved and is on file.
In conformance with the California Environmental Quality Act, a statutory exemption for this installation has been processed with the County Clerk.
