TITLE
Recommendation to adopt resolution to authorize City Manager to execute a contract and all necessary amendments, including term extensions, with the County of Los Angeles to receive and expend California Emergency Management Agency (CalEMA) grant funding for the 2010 Buffer Zone Protection Program (BZPP) Grant, at an amount not to exceed $390,000 for a period ending February 28, 2013; and increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $390,000. DISCUSSION
The California Emergency Management Agency (CaIEMA) approved the $390,000 Long Beach Police 2010 Buffer Zone Protection Program (BZPP) grant proposal. These additional funds will continue to improve on previously approved BZPP security projects in the Shoreline Village, The Pike, and surrounding areas.
Through CaIEMA, the Federal Emergency Management Agency (FEMA) allocates BZPP grant funding for the protection of National Critical Infrastructure and Key Resources (CIKR) from terrorist attacks and natural disasters. Funds are provided to increase the preparedness capabilities of jurisdictions responsible for the safety and security of communities surrounding these high-priority CIKR assets through allowable planning and equipment acquisition.
Buffer Zones extend outward from the CIKR and support the deployment of actionable prevention and protective measures. The BZPP is representative of the infrastructure security focus of the Department of Homeland Security (DHS) for FY 2010. The BZPP is just one of the comprehensive tools authorized by Congress and implemented by DHS to help strengthen the Nation's Critical Infrastructure and Key Resources against risks associated with potential terrorist attacks.
