DISCUSSION
Over the past few years, the former Long Beach Redevelopment Agency (Agency) acquired a number of underutilized and non-conforming properties to remove blight and to facilitate new commercial development opportunities.
 
In September 2009, the Agency acquired the subject property located at 5100-5110 Long Beach Boulevard (Exhibit A). The property is a retail strip center with one remaining tenant scheduled to vacate the premises on December 31,2012. As tenants have vacated the property, it has been the object of vandalism, squatting, graffiti, and other illicit activities. In order to deter further problems, staff, in conjunction with the City's Code Enforcement and Police Department, recommends demolition of the property upon vacation of the premises by the last tenant, and subject to the approval of the Oversight Board and State of California Department of Finance. The estimated cost is $52,370. Disposition of the cleaned site will be addressed in the Long Range Property Management Plan pursuant to AB 1484.
 
This matter was reviewed by Deputy City Attorney Richard Anthony on October 18, 2012, and by Budget Management Officer Victoria Bell on November 5, 2012.
 
TIMING CONSIDERATIONS
Successor Agency action is requested on November 20, 2012 in order to schedule the demolition work at the earliest possible time following Oversight Board and State of California Department of Finance approval.
 
FISCAL IMPACT
The costs for the demolition will be paid from the Successor Agency's Property Tax Fund (SA 270) in the Department of Development Services. There is no impact to the General Fund and no local job impact associated with this recommendation.

Approve recommendation.
