TITLE
Recommendation to authorize City Manager to execute an amendment to Agreement No. 32024 with RJM Design Group, Inc., to increase the contract amount by $300,000 for architectural design services associated with the Belmont Plaza Pool Revitalization Project; and make any amendments necessary to extend the term and amend the scope of work, all within the approved budget.  (District 3)
 
DISCUSSION
The revitalization of the existing Belmont Plaza Pool is long overdue.  This facility is a valuable asset and icon for our City, with a rich and diverse history of providing a wide variety of recreational and competitive swimming events, such as the U.S. Olympic Swim Trials in 1968 and 1976, NCAA championships in 1974 and 1978, and dozens of other collegiate conference championship events.  The Belmont Plaza Pool also offers recreational swimming opportunities for residents and extensive summer recreational activities for youth.
 
On February 7, 2012, the City Council approved $500,000 of Tidelands Measure D funding for the planning, preliminary design, and permitting of the Belmont Plaza Pool Revitalization Project.  The State Lands Commission approved the project on May 24, 2012.  Staff has since been working with RJM Design Group, Inc. (RJM), to evaluate the current condition and feasibility of long-term utilization of the foundation systems, pool, mechanical and electrical equipment, and buildings of the Belmont Plaza Pool complex, as well as develop a conceptual plan.
 
As part of the Belmont Plaza Pool Revitalization Project, RJM will provide critical planning and architectural design services.  RJM is an active firm on the City's on-call architectural consulting list with experience designing swimming pool facilities throughout California.  To date, RJM has conducted a preliminary site assessment of the Belmont Plaza Pool, evaluated existing conditions, and reviewed available reports and background documentation associated with the pool, including the original engineering and architectural design plans.  This current work and other PRM projects have exhausted RJM's current contract amount; therefore, the request to increase the contract amount by $300,000 is necessary to proceed with the next tasks for the Belmont Plaza Pool Revitalization Project.  RJM's next tasks are:
 
1.      Develop a conceptual plan and construction cost estimates for the rehabilitation, rebuild and/or enhancement of the Belmont Plaza Pool;
2.      Develop a detailed project schedule;
3.      Assist City staff with community outreach efforts;
4.      Assist with obtaining required environmental clearances;
5.      Provide preliminary architectural and engineering design services during the project design phase, which will include project phasing options, site planning, facility planning, and natatorium, enclosure or screening options; and,
6.      Assist City Staff with obtaining necessary permits from regulatory agencies.
 
Upon obtaining necessary environmental clearances and permits, staff will then be ready to proceed with detailed architectural and engineering designs and, thereafter, proceed with construction.  RJM's compensation will be on a "not to exceed" time and materials basis in accordance with the terms and conditions of Agreement No. 32024.

TIMING CONSIDERATIONS
City Council action on this matter is requested on September 11, 2012, in order to continue with the development and approval of a conceptual plan for the Belmont Plaza Pool Revitalization Project.
 
FISCAL IMPACT
The contract increase of $300,000 is currently budgeted in the Tidelands Operation Fund (TF 401) in the City Manager's Office (CM).  There will be no impact to the General Fund and no local job impact associated with this recommendation.

Approve recommendation.
