DISCUSSION
City Council approval is being requested to enter into an annual contract to furnish and deliver personal protective equipment, which consists of a turnout coat and trousers. The firefighter's first line of defense against the harmful effects of heat and flame is their personal protective equipment.

The Long Beach Fire Department revised the specifications for turnout coats and trousers to reflect current advances in material, closure methods and the new edition of National Protection Association (NFPA) 1971 Protective Clothing for Structural Fire Fighting. Allstar Fire Equipment is the lowest bidder. A finalized sample garment was constructed for acceptance standards prior to seeking City Council approval.

The bid was advertised on August 4, 2006, and 23 potential bidders specializing in safety clothing chose to download the bid opportunity; seven are Minority-owned Business Enterprises (MBEs), three are Women-owned Business Enterprises (WBEs), three are Long Beach businesses and four are certified Small Business Enterprises (SBEs). The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.lbpurchasinQ.orQ. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 32 local, minority and women's business groups. Bids were opened on September 7, 2006. Allstar Fire Equipment of Arcadia, CA, is the lowest responsible bidder.
