DISCUSSION
 
It is the goal of the Department of Public Works to widen streets and alleys to the standards established in the City's General Plan. When significant new development is proposed, the public rights-of-way adjacent to the site are reviewed for sufficiency to accommodate the new development. For the expansion of an existing church at 2640 Sante Fe Avenue, the widening of the adjacent 1 O-foot wide alley is recommended.
 
Typically, 5 feet would be added to either side of the alley in order to achieve a standard alley width of 20 feet. In this case, widening has been limited to 3 feet adjacent to the existing building, which is located only 8 feet from the alley centerline. Adjacent to the parking lot, the recommended the dedication is 5 feet. The portions of the lot to be dedicated are shown on the attached Exhibit A.
 
The developer of the subject property agreed to development conditions that include the above-described dedications and related improvements. In conformance with the California Environmental Quality Act, Categorical Exemption No. CE 07-030 was issued for this project.
 
This matter was reviewed by Deputy City Attorney Linda Trang on July 25, 2008 and by Budget Management Officer Victoria Bellon August 20,2008.
 
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
A document processing fee of $490 was paid by the developer and deposited in the General Fund (GP 100) in the Department of Public Works.
