Discussion
A Program Supplement to the governing agreement between the City and Caltrans is needed to formalize federal funding participation in repainting the Second Street Bridge.
The Program Supplement Agreement needs to be executed no later than June 25, 2004, to ensure funds do not lapse. The protective paint coating on the Second Street Bridge is in need of rehabilitation. The work will include surface preparation and painting of the bridge surface and railing.
 
Following the advertisement and receipt of bids, staff will return to City Council to request adoption of the plans and specifications and award of the contract to the lowest responsible bidder.
 
This matter was reviewed by Assistant City Attorney Michael J. Mais on June 14, 2004, and Budget Management Officer David Wodynski on June 11, 2004.
 
Timing Considerations
City Council action on this matter is requested on June 22, 2004, to execute the supplemental agreement by the June 25, 2004, deadline, ensuring funds do not lapse on June 30, 2004.
 
Fiscal Impact
Sufficient funds are budgeted in Capital Improvement Project No. PW5080 in the Gasoline Tax Street Improvement Fund (SR 181), in the Department of Public Works (PW). The funding sources are Gasoline Tax and Highway Bridge Rehabilitation and Replacement Program grant monies.
