DISCUSSION
On July 13, I traveled to San Diego to attend and participate in the Independent Cities Association (leA) 's seminar titfed UDisaster or Devastation: Are We Ready?l~ This seminar was an opportunity to discuss disaster-preparedness, terrorism threats, and other issues with neighboring municipalities.
