DISCUSSION
City Council approval is being requested to enter into a contract for the purchase of three 20-yard rear loader and six 28-yard automated side loader refuse collection vehicles . As part of the City’s multi-year vehicle replacement plan, the Public Works Department, Fleet Services Bureau is requesting to purchase three replacement rear loader and six side loader refuse collection vehicles as part of the Fiscal Year 2006 replacement plan. The new trucks will replace existing trucks ranging in age from 8 to 18 years old and are past their expected life cycle. The budgeted replacement cycle of rear loader refuse trucks is nine years and automated, side loader refuse trucks is seven years. The vehicles to be replaced are at such an advanced age that procuring parts and managing maintenance costs and repair downtime is creating excessive inefficiencies.
In addition to issuing specifications and soliciting bids, the City Charter provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council. The Department of Public Works, Fleet Services Bureau investigated procurement options and learned that the Long Beach Unified School District had completed a competitive bid process for refuse collection vehicles...
