Recommendation to approve and authorize City Manager to execute a Cooperation Agreement between the City of Long Beach, BIKEable Communities, dba Bikestation Coalition, and the Redevelopment Agency for the design and construction of a new Bikestation facility at 221-223 East First Street with California Department of Transportation grant funds. (District 2)
DISCUSSION
In October 1995, the Redevelopment Agency (Agency) designated the northwest corner
of First Street and The Promenade as the site for an 18-month Bikestation
demonstration project, reportedly the first of its kind in the United States. With funding
provided through a Metropolitan Transportation Authority (MTA) grant, the Long Beach
Bikestation (Bikestation) was constructed and has continued to operate at that location.
However, this site is part of the land now under construction by The Olson Company for
their residential development on The Promenade at First Street.
As a result, the Bikestation will relocate to the northeast corner of The Promenade and
First Street, adjacent to the Long Beach Transit Center building at 223 E. First Street.
The new Bikestation will utilize the First Street patio of the amphitheater for the rental
and repair of bicycles and for their existing food service. On an interim basis, the patio
on the northeast side of the amphitheater will be used for commuter bicycle storage
(Exhibit A - Site Map). In addition, the Bikestation will share the restroom facilities
located in the Long Beach Transit Center building. When Long Beach Transit moves to
the new TransiWisitor Information Center planned for development at the southeast
corner of Pine Avenue and First Street, the Bikestation will occupy all of the current
transit center building and vacate the second patio.
The City has received a grant from the California Department of Transportation (DOT)
for design and construction of the new Bikestation facility. The grant provides funding in
