TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the County of Los Angeles Real Estate Fraud Prosecution Grant and increase appropriations in the General Grants Fund (SR 120) and in the Police Department (PD) by $108,400.  (Citywide)

DISCUSSION
The Long Beach Police Department was recently awarded $108,400 in grant funding from the County of Los Angeles through the Real Estate Fraud Prosecution Grant (Real Estate 06). The  grant provides funding for overtime hours assigned to real estate fraud investigation/prosecution and training for detectives. An appropriation increase for this new grant in the amount of $108,400 is required, which will be fully offset by grant revenue.  This item was reviewed by Deputy City Attorney Richard Anthony on July 19, 2006 and Budget Management Officer David Wodynski on June 20,2006.

TIMING CONSIDERATIONS
City Council action on this matter is requested on August 1, 2006, to expedite use of the
grant funds.

FISCAL IMPACT
As the Real Estate 06 is currently unbudgeted, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does 'not require matching funds. Grant funds will be used to support overtime and training required to implement the Real Estate 06 program. There is no impact to the General Fund.

SUGGESTED ACTION
Approve recommendation.
