TITLE

DISCUSSION
It is the goal of the Department of Public Works to widen streets and sidewalks to the standards established in the City's General Plan. When significant new development is proposed, the public rights-of-way adjacent to the site are reviewed for sufficiency to accommodate the new development. For the conversion of an auto repair shop at 1070 East Seventh Street, to an art storage facility for the Museum of Latin American Art (MOLAA), the dedication of additional street and sidewalk width is recommended, as shown in the attached Exhibit A. In particular, the dedications recommended are as follows:

An irrevocable offer to dedicate ten additional feet for the future widening of Seventh Street, to 50 feet wide south of centerline, is recommended. The ultimate width of Seventh Street is 100 feet, per the City of Long Beach General Plan. As this project has only 90 feet of frontage along Seventh Street, an irrevocable offer to dedicate is recommended at this time. The ultimate width will be achieved at such future date when the City adopts plans and specifications for the widening and improvement of Seventh Street.

A sidewalk easement should be provided on Seventh Street, to allow for widening the sidewalk from 7.5 feet to 10 feet, which is our standard for a major arterial such as Seventh Street.

The developer of the subject property agreed to development conditions that include the above-described dedications. In conformance with the California Environmental Quality Act, Categorical Exemption No. CEP 07-271 was issued for this project.

This matter was reviewed by Deputy City Attorney Linda Trang on March 2, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on April 9, 2009.
