TITLE
Recommendation to authorize City Manager to execute an agreement with the City of Seal Beach to provide maintenance, repair and collection services for parking meters by the City of Long Beach for a period of three years. (Citywide)
DISCUSSION
In 1999, the City of Seal Beach installed 76 parking meters in three parking lots in their downtown business area. At that time, the City Council of Seal Beach requested the City of Long Beach to provide maintenance, repair and collection services for the parking meters. On January 19, 1999 the City Council authorized the City Manager to execute an agreement with the City of Seal Beach. Since that time, the City of Long Beach has provided parking meter maintenance services for the City of Seal Beach.
The City of Seal Beach has requested that the services be continued. The latest agreement, Number 27232, has been in force for six years and does not allow for another extension of term; therefore a new agreement is necessary.
This matter was reviewed by Deputy City Attorney Lori A. Conway on January 8, 2007, and by Budget Management Officer David Wodynski on January 10, 2007.
TIMING CONSIDERATIONS
City Council action on this item is requested on January 23, 2007 as the current agreement expires January 31, 2007.
FISCAL IMPACT
The City currently receives $12,000 per year for its services. Under the new agreement, the City will continue to receive $12,000 per year. The agreement allows for annual increases in the cost for services by the CPI, not to exceed five percent.
Expenses and associated revenue are budgeted in the General Fund (GP) in the Department of Public Works (PW).
