TITLE
Recommendation to authorize City Manager to execute all documents with the Los Angeles Economic Development Corporation to receive $12,000 for Pacific Gateway to provide layoff aversion/business services in the Harbor area; and to execute any needed subsequent amendments. (Citywide)

DISCUSSION
The Los Angeles Economic Development Corporation (LAEDC) was awarded the City of Los Angeles Layoff Aversion Program Provider contract to serve businesses in the City of Los Angeles (L.A. City) and its neighboring communities. LAEDC has recently notified Pacific Gateway that it will contract a portion of those services to Pacific Gateway to cover the Harbor and West Los Angeles Planning Areas of L.A. City.

Under this contract, Pacific Gateway will market the layoff aversion program to 400 businesses at risk of downsizing/layoffs, reduction of employment hours or closure in the targeted area. Pacific Gateway will also coordinate in-person consultations between LAEDC and 40 businesses, including prior eligibility determination and submission of required project forms.

Pacific Gateway will utilize funds to cover staffing and program costs associated with this project.

This matter was reviewed by Deputy City Attorney Kendra Carney on April 20, 2015 and by Budget Management Officer Victoria Bell on April 23, 2015.

TIMING CONSIDERATIONS
City Council action is requested on May 12, 2015, in order to facilitate processing of required documents.

FISCAL IMPACT
The layoff aversion grant of $12,000 is funded by the Workforce Investment Act through a grant from the Los Angeles County Economic Development Corporation. The funding is currently budgeted in the Community Development Grants Fund (SR 150) in the Department of Human Resources (HR). No City matching funds or in-kind services are required. Approval of this recommendation will provide additional assistance to 40 businesses in the region with business/job retention services.
