DISCUSSION
The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance is accepting competitive grant applications for the Gang Resistance Education And Training (GREAT) Program for FY08.
 
The Long Beach Police Department (PD) requests authorization to apply for the Level I GREAT grant awarded at $110,978. GREAT is a school-based law enforcement officer-instructed classroom curriculum design. The program's primary objective is prevention and is intended as an immunization against delinquency, youth violence, and gang membership. GREAT lessons focus on providing life skills to students to help them avoid engaging in delinquent behavior and violence to solve problems.
 
The grant requires a ten percent match that the Department intends to fulfill utilizing a combination of in-kind match (a small percentage of sworn personnel time, vehicle and office space usage) so that there is no impact to the General Fund.
This item was reviewed by Deputy City Attorney Gary Anderson on January 7, 2008 and Budget Management Officer Victoria Bell on January 22, 2008.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on February 12, 2008 in order to expedite the grant application.
 
FISCAL IMPACT
The GREAT application has no impact to the General Fund.
