DISCUSSION
It is City Council policy to review applications for Alcoholic Beverage Control licenses to determine if bases for protest against the issuance of the license exist. Coyote Bar was previously El Mar Azul.  El Mar Azul was the site of multiple prostitution arrests, numerous ABC violations, and ABC suspensions.
 
Given the history of this location, the over concentration of ABC licenses in the census tract, and residences within 100 feet of the establishment, the Police Department recommends that the City Council determine that the application does not serve the public convenience and necessity and submit a Public Notice of Protest to ABC.
 
TIMING CONSIDERATIONS
City Council response is due to the Department of Alcoholic Beverage Control by May 24, 2013.  Accordingly, City Council action is required at the May 21, 2013 City Council meeting.
